tv or <br /> ~U-^ <br /> <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 3133 X06 <br /> RESOLUTION TO INITIATE INTERIM AMENDMENTS TO THE GENERAL PLAN <br /> FOR LANDS ADJOINING HONOKOHAU HARBOR AT KEALAKEHE, DISTRICT OF <br /> NORTH KONA, COUNTY OF HAWAII. <br /> WHEREAS, the purpose of the County of Hawaii General Plan is to guide the pattern of <br /> future development in Hawaii County based on long-term goals; and <br /> WHEREAS, Section 16.2, Interim Amendments, of the General Plan, provides, in <br /> pertinent part, as follows: <br /> "(1) The County Council may initiate amendments to the General Plan <br /> at any time other than during the comprehensive review pursuant to <br /> the following procedures: <br /> (a) The County Council may, by resolution, direct the Planning <br /> Director to conduct a study to determine the feasibility of a <br /> proposed amendment...."; and <br /> WHEREAS, there are approximately 290 acres of land owned by the State of Hawaii <br /> ("State parcel") adjacent to the Honokohau Small Boat Hazbor ("HSBH") that have been <br /> identified for future expansion of the hazbor basin in connection with the existing hazbor; and <br /> WHEREAS, there are approximately 200 acres of land adjacent to HSBH that are owned <br /> by the State of Hawaii, Department of Hawaiian Homes Lands ("DHHL"), which land is the <br /> primary DHHL land in North Kona with significant income-generating potential to support <br /> DHHL housing programs ("DHHL parcel"); and <br /> WHEREAS, in February 2004, DHHL leased the DHHL parcel to Jacoby Development, <br /> Inc., for expansion of harbor facilities and development of a mixed-use (commercial, light <br /> industrial, retail/restaurant, hotel and other transient accommodations) project referred to as <br /> "Kona Kai Ola"; and <br /> WHEREAS, in November 2005, the State of Hawaii, Board of Land and Natural <br /> Resources ("BLNR") entered into a development agreement with Jacoby Development, Inc., <br /> relating to the State pazcel for expansion of HSBH and development of the Kona Kai Ola project; <br /> and <br /> <br />
