WHEREAS, under the 1989 General Plan, the Land Use Planning Allocation Guide <br /> ("LUPAG") Map designated the aforementioned lands as Urban Expansion, Resort, and Open <br /> areas; and <br /> WHEREAS, in Februazy 2005, the General Plan and LUPAG designations were <br /> amended, deleting the Resort designation for the DHHL parcel and the Urban Expansion and <br /> Resort designations for the State parcel, although the County was aware of the existing DHHL <br /> lease and pending BLNR agreement for development of the Kona Kai Ola project at HSBH; and <br /> WHEREAS, the State of Hawaii, Department of Land & Natural Resources and the <br /> DHHL continue to support the development of these lands to expand HSBH and its related <br /> commercial, light industrial, resort, and recreational uses; and <br /> WHEREAS, development of the Kona Kai Ola project will facilitate expansion of <br /> infrastructure, public utilities, and public facilities within the Keahole to Kailua-Kona sub- <br /> region; and <br /> WHEREAS, the feasible development of these lands requires amixed-use development <br /> utilizing LUPAG map designations including, but not limited to, Urban Expansion, Resort, and <br /> Open areas. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br /> OF HAWAII that, in accordance with Section 16.2 of the County of Hawaii General Plan, the <br /> Council hereby initiates the following interim amendments to the General Plan, and the Planning <br /> Director is directed to conduct a study to determine the feasibility of amending the General Plan <br /> as follows: <br /> 1. Section 14.7.5.7.1, Profile, North Kona, of the General Plan shall be amended to <br /> include the following: <br /> "The State Department of Hawaiian Home Lands and the State Department of <br /> Land and Natural Resources own lands adjacent to the Honokohau Small Boat Hazbor. These <br /> <br /> agencies have entered into agreements for the development of their respective lands, including <br /> <br /> the future expansion of existing harbor facilities, commercial, light industrial, hotel and other <br /> <br /> transient accommodations, recreational facilities, and open space uses. Certain amenities are <br /> essential to encourage and facilitate more intensive commercial and recreational use of the <br /> <br /> hazbor and allow charter boat clientele to secure overnight accommodations in the immediate <br /> <br /> vicinity." <br /> 2 <br /> <br />
