MiluhiluMdoc-12/13/05 <br />(revised 1/12/06) <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />HILUHILU DEVELOPMENT LLC <br />CHANGE OF ZONE APPLICATION MZ 05-0101 <br />HILUHILU DEVELOPMENT LLC has submitted an application for a Change of Zone <br />from Open (0) and Agricultural 3 -acres (A -3a) to Project District for approximately 725.2 acres <br />of land. The project, referred to as "Palamanui", proposes a master planned community with a <br />mix of single-family and multiple -family residential units (approximately 930 units), commercial <br />spaces, 120 -room University Village Inn, 18 -hole golf course, dry forest preserve, archaeological <br />and cave preserve areas, active and passive parks, a trail system and supporting infrastructure. <br />As part of the request, the applicant requests deviations from the minimum lot size, setback and <br />roadway requirements. The property is located northeast of the Kona International Airport at <br />Keahole, between the Queen Kaahumanu Highway and Makalei Estates Subdivision, Kau, North <br />Kona, Hawaii, TNM: 7-2-5: 1. <br />PROPOSED DEVELOPMENT <br />1. Request: Change of zone from Open (0) and Agricultural 3 -acres (A -3a) to Project <br />District for a master planned community ("Palamanui") with a mix of uses. (Exhibit 1 - <br />Project District Application) <br />The proposed development includes: <br />A. Approximately 590 single-family residential units on approximately 247 acres. <br />E. Approximately 255 multiple -family residential units on approximately 18 acres. <br />The distribution of the proposed units between residential and mixed use areas <br />will depend upon market conditions. <br />C. Commercial spaces for medical, office, retail, classrooms and health related uses <br />and a University Village Inn on approximately 102 acres.
