The implications of these evaluations and <br />decisions must be also considered as they may have an impact on similar areas in the <br />County. <br />The Project District (PD) development is intended to provide for a flexible and <br />creative planning approach rather than specific land use designations. It will also allow <br />for flexibility over time in the location of specific uses and mixes of structural <br />alternatives. The planning approach would establish a continuity in land uses and designs <br />while providing for a comprehensive network of infrastructural facilities and systems. A <br />variety of uses as well as open space, parks, and other project uses are intended to be in <br />accord with each individual Project District objective. A Project District is an <br />amendment to Chapter 25, Zoning Code, which changes the district boundaries in <br />accordance with the individual Project District. <br />A Project District may be established whenever the public necessity and <br />convenience and the general welfare require that a comprehensive planning approach for <br />an area should be adopted in order to establish a continuity in land uses and designs while <br />providing a comprehensive network of infrastructural facilities and systems. In addition, <br />a Project District may only be established if the proposed district: (1) Is consistent with <br />the intent and purpose of the Zoning Code and the County General Plan; and (2) Will not <br />result in a substantial adverse impact upon the surrounding area, community or region. <br />The Change of Zone Application from Open (0) and Agricultural 3 acres (A -3a) <br />to a Project District (PD) zoned district is consistent with the intent and purpose of the <br />goals, policies and standards of the General Plan Land Use and Economic Elements. The <br />proposed development conforms to the Land Use, Single Family and Multi Family <br />Residential and commercial sub elements, and Housing goals, policies, and standards of <br />the General Plan. In addition, this proposed development is consistent with the Economic <br />element of the General Plan in that the proposed development will provide additional and <br />expanded employment opportunities for the residents of the area, as well as the entire <br />island as a whole. The employment opportunities from the proposed development as a <br />result of this zoning request will generate both short-term (construction) and long-term <br />(operational) employment. <br />
