The town center is envisioned as a walking village linking the University's facilities with <br />commercial, recreational and cultural facilities. Initially, the University will lease space <br />from the applicant in the village town center on the applicant's property to relocate from <br />the current campus in Kealakekua. It is expected that the lease agreement will be for a <br />period of five to ten years until the University's facilities can be constructed on its <br />adjacent land. The University supports the joint development because of the unique <br />opportunity to develop a campus with community connection, the ability to lease space to <br />relocate the UH Center, and the significant reduction in the cost of basic infrastructure. <br />(Exhibit 4 - Memorandum of Understanding) <br />STATE AND COUNTY PLANS <br />9. State Land Use Designation: Urban. By Docket No. A03-744 dated May 19, 2005, the <br />State Land Use Commission approved the redesignation of the property from the <br />Conservation and Agricultural districts to the Urban district subject to conditions. <br />10. GP LUPAG Map: Urban Expansion Area. <br />11. County Zoning: Open (0), 274.861 acres and Agricultural 3 -acre (A -3a), 450.343 acres. <br />12. Project District: The Project District (PD) zone is intended to provide for a flexible and <br />creative planning approach rather than specific land use zone designations. It will also <br />allow for flexibility in location of specific uses and mixes of structural alternatives. The <br />planning approach would establish a continuity in land uses and designs while providing <br />for a comprehensive network of infrastructural facilities and systems. A variety of uses as <br />well as open space, parks, and other project uses are intended to be in accord with each <br />individual Project District objective. <br />A Project District may be established as an amendment to the Zoning Code <br />whenever the public necessity and convenience and the general welfare require that a <br />comprehensive planning approach for an area should be adopted in order to establish a <br />continuity in land uses and designs while providing a comprehensive network of <br />infrastructural facilities and systems.
