The Keahole to Kailua Development (K to K) Plan: The Keahole to Kailua <br />Development Plan adopted by Resolution No. 296 91 on April 3, 1991 designates the <br />property for residential uses. The lower portion of the property, consisting of a band <br />approximately 4,000 feet wide starting at the Queen Kaahumanu Highway, is designated <br />Open/Recreation. An area within the property is designated as a Village Center. The <br />Plan states that the Lands of Kau could provide housing for the resorts in North Kona and <br />South Kohala, and additional golf courses could be developed in this area <br />14. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br />within the Coastal Zone Management area. . <br />15. Special Management Area (SMA): The project site is located mauka of the Queen <br />Kaahumanu Highway over 1.5 miles from the shoreline, and not in the SMA. The SMA <br />is a part of the Coastal Zone Management Program regulated by the County. <br />DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br />16. Subject Property: Located along the east (mauka) side of the Queen Kaahumanu <br />Highway and the Kona International Airport at Keahole, the project site consists of <br />approximately 725.2 acres of unimproved vacant land within the ahupuaa of Kau, North <br />Kona, Hawaii. The slope varies from 5 to 10 percent on the lower half of the property <br />with 10 to 20 percent slopes on the upper half of the property.
