Stacy Higa, Chairman <br />and Members of the County Council <br />Page 5 <br />its property, with a village town center on both the subject and the University's property. <br />The town center is envisioned as a walking village linking the University's facilities with <br />commercial, recreational and cultural facilities. Initially, the University will lease space <br />from the applicant in the village town center on the applicant's property to relocate from <br />the current campus in Kealakekua. It is expected that the lease agreement will be for a <br />period of five to ten years until the University's facilities can be constructed on its <br />adjacent land. The University supports the joint development because of the unique <br />opportunity to develop a campus with community connection, the ability to lease space to <br />relocate the UH Center, and the significant reduction in the cost of basic infrastructure. <br />All utilities and services are available to the site. The Land Use element of the <br />General Plan states that urban -type uses shall be developed in areas adequately served by <br />essential services and infrastructure. From comments received from agencies, various <br />improvements would be required for the development of this project. Therefore, <br />conditions will be included to assure that services and infrastructure are provided in a <br />timely manner to accommodate the uses proposed in this Project District. <br />According to the applicant, a 12 -inch water line in the main road of the Makalei <br />Estates subdivision, which is part of the County water distribution system, ends just west <br />of the western end of the property. The 12 -inch main through Makalei Estates connects <br />to the existing 12 -inch main in Mamalahoa Highway at the mauka end of Makalei <br />Estates. There are two 0.05 million gallon reservoirs within Makalei Estates and a 0.30 <br />million gallon reservoir approximately 1,800 feet mauka of the Mamalahoa Highway <br />across from Makalei Estates. Two potable wells have been developed at the north and <br />south mauka corners of the Makalei Estates subdivision. Each well has a production <br />capacity of 750,000 gallons per day. Outfitting of the southern well is in the final stages <br />of construction. After completion, the well will provide water to the County Department <br />of Water Supply system. The northern well has been capped and will need to be outfitted <br />to be activated as a source. The applicant, with the Department of Water Supply (DWS) <br />and other major landowners in the area, will participate in the improvements to the DWS <br />infrastructure to provide potable water for the project and other potential projects in the <br />Kona area. The proposed water main connection between the Makalei Estates and the <br />existing DWS reservoir mauka of the Kona International Airport at Keahole Airport <br />Access Road and the Queen Kaahumanu Highway intersection will be a part of those <br />improvements. In a letter dated August 10, 2005, the Department of Water Supply states <br />that a Water Agreement dated June 15, 1999 between K -W Kau, LLC, K -W Kohanaiki, <br />LLC, and the Water Commission of the County of Hawaii provides (the Petitioner) with <br />343 equivalent units of water at a maximum of 600 gallons per day per equivalent units. <br />Forty-one (41) units have already been granted for Phases I and 11 of the Hiluhilu <br />Development. The DWS further states "the remaining units of water will become <br />
