Hawai‘i County Council-29 October 19, 2011 Bill 87: INITIATES A CHARTER AMENDMENT TO ARTICLE X, FINANCIAL PROCEDURES, SECTION 10-15, OF THE HAWAI‘I COUNTY CHARTER (2010 EDITION), REGARDING THE PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION FUND Amendments relate to the following: Appropriates funds to the operating budget a minimum of two percent of the certified real property tax revenues, including penalty and interest; funding shall consist of a minimum of two percent of actual revenue received in the fiscal year; and adds language relating to what the funds shall and shall not be used for, matching funds, and restrictive covenants regarding land and easement acquired through this fund.
