Arakaki, Chairman <br />and Members of the County Council <br />County of Hawaii <br />25 Aupuni Street <br />Hilo, HI 96720 <br />Dear Chairman Arakaki and Members: <br />Applicant: Clifto's Kona Coast LLC <br />Change of Zone Application (REZ 03-010) <br />Request: MG -3a to Project District <br />Tax Map Key: 7-3-09:22 <br />The Planning Commission at its duly held public hearings on August 1, 2003, September 11, <br />2003 and October 2, 2003, considered the above -subject request for a change of zone from a <br />General Industrial 3 -acre (MG -3a) to Project District for 83 acres of land. The property is <br />located along the west (makai) side of Queen Kaahumanu Highway (State Highway 19), <br />approximately 2,100 feet south of the Queen Kaahumanu Highway — NELHA Access Road, <br />Ooma 2"d, North Kona, Hawaii. <br />The Commission at its October 2, 2003, meeting took a vote on a motion to send the application <br />to the Council with a favorable recommendation following the Planning Director's written <br />recommendation (which is attached), along with the following additions and changes: <br />A new condition to be included which would read, "Applicant shall contribute a fair share <br />assessment to schools based on Department of Education standards." <br />Condition T amended to read, "All internal roadways and the main access road shall be <br />constructed in accordance with the requirements of the Department of Public Works to <br />dedicable standards, except for cul de sac roads serving residential uses only, as allowed <br />under the Subdivision Code, and shall be dedicated to the County upon request at no cost <br />to the County.
