The Change of Zone request from General Industrial 3 -acre (MG -3a) <br />to Project District (PD) is consistent with the intent and purpose of the <br />General Plan and the Zoning Code. The requested change of zone to a Project <br />District would conform to the General Plan Land Use Pattern Allocation Guide <br />(LUPAG) Map, which designates the property as an Urban Expansion Area. This <br />General Plan land use designation allows for a mix of high density, medium <br />density, low density, industrial and/or open designations in areas where new <br />settlements may be desirable, but where the specific settlement pattern and mix of <br />uses have not yet been determined. The General Plan also identifies Keahole- <br />O'oma as an urban center. The purpose of the requested change of zone to a <br />Project District is to provide a mix of land uses ranging from office and retail <br />commercial uses, multi -family residential units, and transient accommodations. <br />The proposal is to provide approximately 155,000 square feet and 237,000 square <br />feet of office and retail commercial uses, respectively. Also proposed are 240 <br />multi -family residential units and three.(3) hotels totaling 400 rooms. The <br />Planning Director is, however, recommending that the number of visitor units be <br />reduced to 200 rooms, because of the speculative nature of the market for an <br />airport -oriented business hotel. The proposed Project District, which will be <br />designed to provide a mix of these uses, will be consistent with the General Plan <br />land use pattern for this area of Kona and the applicable goals, policies and <br />standards of the General Plan. <br />The Zoning Code is one of the tools to implement the General Plan and is <br />one of the County's primary land use control mechanisms. The Zoning Code sets <br />out the various types of uses allowed by providing for certain zoning districts. In <br />this particular case, the applicant proposes to establish a Project District to <br />provide flexibility in the location of these land uses without specifically <br />identifying where these uses should be located on the property. This method or <br />concept of identifying varying land use designations would be consistent with the <br />intent of establishing a Project District within the Zoning Code. <br />This proposed development is consistent with the Economic Element of <br />the General Plan in that the proposed development will provide additional and <br />-2- <br />
