expanded employment opportunities for the residents of the area as well as the <br />entire island. The employment opportunities from the proposed development as a <br />result of this zoning request will generate both short-term (construction) and long- <br />term (operational) employment. The proposed project would provide <br />opportunities to increase the activity of secondary industries, thereby increasing <br />job opportunities for the island's residents. Further, the magnitude of this project <br />will directly benefit the residents of this County as the real property tax base will <br />substantially increase. It will provide residents with opportunities to improve <br />their quality of life. <br />The applicant intends to provide a mix of one, two and three-bedroom <br />multi -family residential units ranging in size from about 600 square feet to 1,200 <br />square feet. A total of 240 multi -family residential units will be added to the <br />North Kona housing market. The addition of these units will provide an <br />opportunity for residents to locate close to services, facilities, and places of <br />employment within the region. The request would therefore implement the <br />Housing goals of the General Planbymaintaining a housing supply which allows <br />a variety of choices, and to attain a diversity of socio-economic housing mix <br />throughout the different parts of the County. <br />The Land Use element of the General Plan also states that urban -type uses <br />shall be developed in areas adequately served by essential services and other <br />infrastructure. These services and infrastructure are vitally important to areas <br />being developed for urban uses. Essential services and infrastructure, which <br />include electricity, sewer, water, and roads, are or can be made available to the <br />area. From the comments received from agencies, various improvements would <br />be required for the development of this project. Therefore, conditions will be <br />included to assure that these services and infrastructure are provided in a timely <br />manner to accommodate the uses proposed in this Project District. With the <br />requirement that the applicant provide these essential services and infrastructure, <br />the granting of this change of zone would not unreasonably burden the public <br />agencies to provide roads and streets, sewer, water, drainage improvements and <br />police and fire protection to accommodate the development of this project. <br />xE <br />
